What WCPSS changed under the 2024 Title IX rule — and why it may no longer apply

Carolina Journal reported in July 2024 that Wake County adopted policy changes responding to the federal Title IX regulations. A federal court struck down that rule in January 2025.

Middle Creek Parental Rights · July 17, 2024 · updated August 24, 2026

In July 2024 Carolina Journal reported that the Wake County school board adopted policy changes responding to the Biden administration’s Title IX regulations, and that critics on the board argued a broader definition of sex-based harassment could reach disputes over pronouns.

A separate opinion column by board member Cheryl Caulfield, published two days later, argued the revisions expanded gender-identity protections in ways affecting facilities and speech. That piece is an opinion column and is labelled as such here.

The reason this needs checking before anyone relies on it

The 2024 federal Title IX rule those policies responded to was struck down by a federal court in January 2025. Policies adopted under a rule that no longer exists may have been rescinded or rewritten since.

We are not currently able to tell you what WCPSS policy says today, and we would rather say that than imply two-year-old coverage describes the present. Obtaining the current policy and its revision date is on our list.
